Putting pages where they belong
Page order goes wrong in ordinary ways: the cover ended up at the back, the signature page needs to sit before the annexes, chapters landed out of sequence when separate files were scanned in a hurry. Rearranging is a drag-and-drop job — every page is a card, and the card goes where you put it.
The classic case is a double-sided document scanned on a single-sided feeder: the fronts in one file, the backs in another — sometimes in reverse. Add both files, open Pages, and interleave them so sheet one's front is followed by sheet one's back. The rotate buttons are right there for backs that came in upside down, and any blank pages can be removed on the way.
A note on the two views: Files view orders whole documents and is the quicker tool when documents just need sequencing. Do your file-level ordering there first, then fine-tune page by page — reordering whole files after editing pages regroups the pages by file, and the view warns you before that happens.

Can I reorder pages within a single PDF?
Yes. Add one file, switch to Pages, drag the pages into the order you want, and press Merge PDFs — with a single file that simply applies your changes, and you download the same document in its new order.
Can I mix pages from different PDFs?
Yes. In Pages view every document's pages sit in one grid, and any page can be dragged to any position — including between documents. Page four of one file can land between pages one and two of another.
Can this collate front and back pages scanned separately?
Yes — that is the classic use. Scan the fronts as one PDF and the backs as another, add both, and interleave them in Pages view so the sheets read in order. Rotate buttons are right there if the backs came in upside down.
